Plan a strong social media campaign that keeps stressing how our way of working is able to do things better, in a sustainable way and not cause undue stress to the staff involved.
Conduct walkins, do video interviews. Plan a HR round for those profiles vetted to check on fluency, comfort level explaining career history and attitude.
Give a week to deliver assignments, these could be coding tasks including modules or full blown implementations.
Ask general questions like what habits does a developer need to have, and what, how and to whom they see themselves communicating with.
Plan for multiple rounds and remember just as we are appraising them, so too are they evaluating us.

This ideal situation is built on my experience of where things get messed up and what we can do to pre-emptively solve them.
